The Town of Elmore originally incorporated in 1906 when a
group of businessmen decided the best course of action for
the founding community of Elmore County was to form a town.
Both the Town and the County are named after General John
Archer Elmore, gentleman farmer and community leader. The
original incorporation was just that with no record of a
mayor or council being elected to office. Copies of the
original incorporation papers are on display at Town Hall.
Re-incorporation efforts begin in the fall of 1997 when
threats of losing the community’s volunteer fire department
were imminent. The election took place in December with
incorporation officially taking place on December 29, 1997.
The following January election for mayor and council took
place with those men and women taking office in February for
a population of 321.
The Town Council saved the Fire Department and contracts
annually for fire and emergency medical services. This act
allows the Elmore Volunteer Fire Department to remain
separate from the Town reducing the Town’s liability and
allowing the Department to function as it has since its
incorporation, under the direction of its Board of
Directors, a group of dedicated community volunteers.
Council also contracted with the Elmore County Sheriff’s
Department for police protection, first through a Universal
Hiring COPS grant and then through direct contributions of
salary and benefits for deputies. This contracting allows
continuous policing by the Sheriff’s Department for the Town
while adding additional officers for the County. |
